Telangana Government Transfers Senior IAS Officers After Controversy Over AI-Generated Image of Kancha Gachibowli Land

In a significant bureaucratic reshuffle, the Congress-led Telangana government has transferred several senior IAS officers, including the prominent Smita Sabharwal, amid a growing controversy involving an AI-generated image of the Kancha Gachibowli land. Sabharwal, who was serving as the Principal Secretary for Youth Affairs, Tourism, and Culture, found herself at the center of a political and legal storm after she reposted an AI-generated image depicting a 400-acre land parcel in Kancha Gachibowli, Hyderabad, which is currently under scrutiny due to its ecological and legal sensitivity.

The image, originally shared by another social media user, featured earthmoving machines, two deer, and a peacock—elements that sparked outrage and drew attention to alleged environmental damage and threats to local wildlife. The contentious land parcel, located next to the University of Hyderabad, has been under the scanner due to student protests and a case being heard in the Supreme Court concerning deforestation and proposed infrastructure development plans by the Telangana government.

Smita Sabharwal, who has maintained a reputation as one of Telangana’s most visible bureaucrats, was summoned by the Gachibowli police for reposting the AI-generated content. In response, she provided a detailed statement and took to social media platform X (formerly Twitter), stating, “Have fully cooperated with Gachibowli police authorities, and given my detailed statement today as a law-abiding citizen under the BNSS Act. The post was reshared by 2000 individuals on this platform. I sought clarification on whether the same action is initiated for all!”

Sabharwal’s remarks have stirred a larger debate on freedom of expression, accountability, and the legal implications of sharing AI-generated content. She further criticized the move by raising concerns about “selective targeting,” questioning whether the same standard is being applied to all individuals who reshared the image. According to her, such actions, if not uniformly enforced, undermine the principles of natural justice and legal equality.

The Cyberabad Police had earlier issued her a notice seeking information on the reposted image, categorizing it as part of an investigation into the generation and circulation of misleading content on social media. This legal action aligns with heightened scrutiny over digital content in recent times, especially when it intersects with government land and environmental issues.

Following the controversy, Sabharwal was one of 20 IAS officers reassigned in the reshuffle. She has now been appointed as the Member Secretary of the Telangana Finance Commission. This transfer is seen by many as a strategic move amid political pressures and ongoing legal proceedings surrounding the Kancha Gachibowli land.

The bureaucratic overhaul also saw other key officials being moved. K Ramakrishna Rao, previously the Special Chief Secretary in the finance department, has been appointed as the new Chief Secretary of Telangana, taking over from A Santhi Kumar, who is set to retire on April 30. Among other notable changes, Shashank Goel, formerly the director-general of the Dr. MCR HRD Institute, was appointed Vice Chairman of the Centre for Good Governance. Additionally, Special Chief Secretary Jayesh Ranjan was reassigned to lead the Industry and Investment Cell in the Chief Minister’s Office.

This reshuffle marks a critical juncture for the Telangana administration, not only for its political implications but also for its potential impact on public discourse around digital content regulation, land use policy, and environmental protection.
