Historic Surrender and Peace Accord Mark Significant Developments in Northeast India

In a significant turn of events, cadres belonging to the United Liberation Front of Assam-Independent (ULFA-I) surrendered in the presence of Assam Director General of Police GP Singh, Special DGP Harmeet Singh, and other senior police officials. The surrendered individuals were identified as Bikram Axom alias Nayan Patmaut, Dipok Hatiboruah alias Dibya Axom, Montu Moran alias Latest Axom alias Kulang Moran, and Palash Moran alias Gopal Axom.

Addressing the rehabilitation of the surrendered ULFA-I cadres, DGP GP Singh expressed a perspective that goes beyond mere surrender, stating, “I don’t think it is a surrender. It is basically, as far as I am concerned, it’s a homecoming.” He emphasized the importance of rehabilitation not just in terms of financial support but also in creating an environment where the individuals become self-dependent and contribute positively to society. DGP Singh highlighted the leadership qualities of these individuals, acquired during their time with ULFA-I, and proposed utilizing these skills to benefit their communities and foster self-dependency.

The recovery of weapons, including 2 Thailand hand grenades, 1 Austria-made 9X19 Pistol, and 9 mm ammunition-25 rounds, underscores the significance of these surrenders in neutralizing potential threats. In 2023, a total of 11 ULFA(I) cadres have surrendered, choosing to reintegrate into mainstream society. Assam police officials reported that this year alone, the ULFA(I) committed five incidents, leading to the arrest of 16 cadres, with one casualty in police action.

Simultaneously, another landmark development unfolded as Manipur’s oldest valley-based armed group, the United National Liberation Front (UNLF), signed a peace agreement to renounce violence and join the mainstream. The agreement, signed in the national capital in the presence of Union Home Secretary Ajay Bhalla and some members of the UNLF, marks the end of a six-decade-long armed movement.

This historic peace accord signifies a collective effort between the Centre and the Manipur government to bring about a lasting resolution to the conflict. The decision of UNLF to embrace peace opens new possibilities for stability and development in the region, fostering an atmosphere conducive to progress and growth.

As these events unfold, there is hope that the surrender of ULFA-I cadres and the peace agreement with UNLF will contribute to lasting peace and prosperity in Northeast India. The commitment to rehabilitation and integration of former militants into mainstream society reflects a holistic approach towards resolving longstanding conflicts and building a more secure and harmonious future for the region.
