Kerala Assembly Passes Private University Bill, Paving Way for Higher Education Reforms

The Kerala Assembly has passed the Kerala State Private Universities (Establishment and Regulation) Bill, 2025, marking a significant shift in the state’s higher education landscape. The bill, which allows for the establishment of private universities in Kerala, was passed by a voice vote after extensive discussions spanning two days.

Higher Education Minister R Bindu moved the motion for the bill’s passage, addressing concerns and amendments proposed during the debate. The decision is expected to reshape Kerala’s academic ecosystem by introducing privately funded institutions alongside public universities.

Leader of Opposition V D Satheesan stated that the United Democratic Front (UDF) is not opposing the bill in principle. However, he emphasized the need for a comprehensive study and scrutiny before its implementation. He also put forth suggestions, including prioritizing reputed corporate educational agencies that have been operating in the sector for decades, ensuring credibility and quality in private university establishments.

While most opposition parties refrained from strong objections, Revolutionary Marxist Party (RMP) legislator K K Rema voiced staunch opposition, urging the Left government to withdraw the bill entirely. Rema’s argument highlighted concerns about the potential commercialization of education and its impact on the existing public university system.

Minister Bindu, addressing the opposition’s concerns, assured that private universities would be introduced with strict social regulations and vigilant oversight. She reiterated that the bill was not drafted in haste but was the result of continuous efforts to strengthen public universities and elevate Kerala’s higher education sector to global standards.

Following the discussion, Speaker A N Shamseer called for a voice vote, officially passing the bill. The legislation is expected to usher in new opportunities for students and institutions while raising questions about the long-term implications for Kerala’s higher education system.
