Foreign Direct Investment Proposal Limit For Cabinet Clearance Set To Rise To Fifteen Thousand Cror

In a significant policy review aimed at improving the investment climate and accelerating project clearances, the central government is evaluating a proposal to triple the approval threshold for Foreign Direct Investment requiring cabinet-level clearance. Under the proposal under discussion, foreign investment proposals up to fifteen thousand crore rupees will be handled directly by respective line ministries. The high-level Cabinet Committee on Economic Affairs, chaired by the Prime Minister, will only review proposals exceeding the revised financial limit.

The current approval limit of five thousand crore rupees was established in late 2015 and has remained unchanged for nearly a decade. Officials familiar with the review noted that economic growth, inflation, and the expanding scale of commercial projects across infrastructure and manufacturing necessitate a modernized threshold. Delegating higher approval powers directly to individual government departments aligns with broader administrative reforms to reduce bureaucratic delays and strengthen the ease of doing business across key commercial sectors.

Parallel to raising the approval ceiling, the government is considering crucial relaxations in norms governing downstream or indirect foreign investments. Under existing regulatory frameworks, indirect foreign investments require separate government clearance in sectors falling under the approval route or for transactions involving entities from neighboring countries sharing land borders. The proposed adjustments aim to exempt companies from seeking fresh approvals for indirect investments if the initial domestic parent entity has already received regulatory clearance.

Economic experts observe that simplifying downstream regulations and delegating higher financial oversight powers will enable faster deployment of capital into Indian enterprises. Cumulative foreign direct investment into the country has expanded significantly over recent decades, driven by major inflows from global financial hubs. By removing duplicate approval tiers for corporate restructuring and raising operational thresholds, the proposed policy shifts aim to make the country an increasingly attractive destination for large-scale international investments and long-term capital deployment.
