Telangana Implements 10 Percent EWS Quota In Direct Recruitment With 5-Year Age Relaxation And Women Sub-Reservation
The Government of Telangana has consolidated and streamlined the operational guidelines governing the implementation of the 10 percent reservation for the Economically Weaker Sections (EWS) in direct recruitment to state public services and admissions into higher educational institutions. Formulated under the General Administration Department, the regulatory framework ensures that candidates from non-reserved segments who fall below the prescribed economic threshold receive equal access to state employment opportunities. The policy brings critical relaxations in maximum age limits, application fee structures, and horizontal gender quotas, aligning state selection standards with constitutional mandates.
Under the eligibility benchmarks notified by the state administration, the EWS quota is strictly applicable to candidates who are not covered under existing reservation categories for Scheduled Castes (SC), Scheduled Tribes (ST), and Backward Classes (BC). To qualify for the benefit, the gross annual family income from all sources—including salary, agriculture, business, and professional earnings—must remain below eight lakh rupees in the financial year prior to application. For the purpose of determining eligibility, the family unit includes the applicant, their parents, minor siblings below eighteen years of age, their spouse, and dependent children under eighteen.
To substantiate their claim, candidates must present a valid EWS Income and Asset Certificate issued by an authorized revenue authority not below the rank of Tahsildar. The government has directed recruiting agencies, including the Telangana Public Service Commission (TGPSC), to treat appointments made under the EWS quota as provisional pending thorough field verification of income certificates through administrative channels. Any misrepresentation or submission of fraudulent revenue documents will result in immediate termination of service alongside criminal proceedings under relevant statutory provisions.
The framework introduces significant concessions to widen candidate participation across state recruitment exams. EWS candidates applying through direct recruitment are granted a five-year relaxation on the prescribed upper age limit, placing them on par with SC, ST, and BC applicants. Furthermore, the state government has extended complete exemptions from examination fees for EWS aspirants. In terms of internal composition, the policy mandates a 33.33 percent horizontal reservation for women candidates within the total posts allocated under the 10 percent EWS category across all direct employment notifications.
The guidelines also clarify key roster and vacancy carrying principles during recruitment cycles. Unlike statutory SC and ST quotas, if unfilled vacancies earmarked for the EWS category arise during a particular recruitment year due to the non-availability of eligible or qualified candidates, such vacancies will not be carried forward to subsequent years as backlog positions; instead, they will be treated under general merit provisions as prescribed by the government. At the same time, EWS candidates retain the fundamental right to compete against unreserved merit seats without forfeiting their reservation eligibility, ensuring that high-performing applicants who qualify on general merit are not counted against the 10 percent quota.
Recruitment bodies and public sector enterprises across Telangana have integrated the operational EWS roster into ongoing and upcoming direct employment drives, spanning administrative, clerical, police, and technical vacancies. The institutionalization of the EWS quota reflects the state commitment to social welfare and economic parity, providing vital institutional support to economically disadvantaged households while ensuring transparency and administrative efficiency across state recruitment systems.
